The Economics and Private Sector Development Vice Presidency (CEDVPU) ensures a consistent focus on development results across IFCs operations. We produce economics research reports related to private sector development, on topics that include climate, trade, digitalization, and financial market development; conduct development impact assessments for all IFC projects and report on IFCs development outcomes; provide independent economic analysis and oversight to all of IFCs operations; and lead IFC external partnerships and blended finance operations. The Partnerships & Fundraising (CBFPF) unit within the VPU supports IFC operations, both Investment and Upstream/Advisory Services, the ESG team, IFC Treasury, through fundraising for IFC priority areas and maintaining ongoing relationships with development partners, including with bilateral and multilateral sovereign partners, and with foundations and corporate philanthropies. In addition to directly engaging with partners to support IFC activities, CBFPF facilitates partnership development across IFC and advises all IFC operational units on establishing and maintaining meaningful partnerships for funding and broader support for IFC activities. Within CBFPF, the Operations Officer will be a key member of the Asia Partnerships team, which is responsible for creating and managing IFCs funding partnerships with governments and foundations in the Asia Pacific region - including East Asia Pacific (EAP) and South Asia. The Operations Officer position is focused on the EAP region and reports to the Asia Partnerships Lead. Roles and Responsibilities Key aspects of the role include: Business Development & Partner Relationship Management: Lead the development of new funding partnerships with sovereign partners and foundations in EAP to effectively support IFC operations:
  • Strategic mapping: Continuously assess the development partner landscape in key countries and across the region to identify opportunities to establish and extend strategic funding partnerships with IFC at the country and regional (e.g. ASEAN; Pacific) levels that are in line with IFCs 3.0 strategy and specific needs as identified through IFCs Country Driven Budgeting process;
  • Regional and corporate fundraising plans: Lead the development of IFCs annual fundraising plan for EAP and contribute to IFCs corporate fundraising plan, in coordination with other CBFPF colleagues, regional operations, Regional Head of Operations (RHO), and Country Management Units (CMUs).
  • Tactical engagement: Lead tactical engagement with development partners to explore new strategic partnership opportunities at the country and regional levels, in collaboration with other CBFPF colleagues, regional operations, Regional Head of Operations (RHO), and Country Management Units (CMUs);
  • Structuring and negotiation: Facilitate the structuring of new strategic funding partnerships at the country and regional levels, and coordinate the development of new funding proposals and negotiate trust fund agreements;
  • Standard-setting: Ensure that new fundraising initiatives with development partners in EAP the governance process for fundraising and implement the Fundraising Accountability and Decision-Making Framework (ADM). Help maintain a high level of partnership standards across EAP through capacity building, training, and policies and procedures, in collaboration with other departments, such as strategy, budget, trust funds, etc.;
Portfolio management: Lead the management of IFCs ongoing funding partnerships with governments and foundations in EAP:
  • Partnership Consultations and Events: Organize strategic consultations and periodic events with key development partners at the country and regional levels (e.g. annual and semi-annual progress meetings; IFC partner days);
  • IFC Operational and Country Management Unit (CMU) team engagement: Liaise with IFC operations and CMU teams on a regular basis to review project funding needs and develop project funding plans and tactical funding advice for all Upstream/Advisory projects in EAP, in collaboration with IFC finance and the RHO for new and existing projects;
  • Allocations: Coordinate and secure internal approval for trust fund allocations for projects in EAP, in line with agreed project funding plans and in coordination with relevant CBFPF partner relationship managers at the global level (e.g. for Japan, Korea, UK), and seek any necessary external concurrence;
  • Monitoring: Monitor the portfolio of IFC Upstream/Advisory projects supported by trust funds in EAP to ensure alignment with the relevant results framework/ legal agreement, and support efficient opening and closing of respective trust funds;
  • Reporting: Review, finalize, and edit key reports/ requested information for IFCs sovereign and foundation partners at the country and regional levels, in collaboration with IFCs Advisory Portfolio Management Team;
  • WBG collaboration: Maintain close coordination and liaise with relevant partnership and DFI counterparts at the World Bank, including through the Joint Country Representatives.
Communications: Support the development of communications and outreach materials to promote partnership opportunities and fundraising initiatives with external partners in EAP, working with the IFC communications team, including:
  • Presentations and Briefs: Develop PowerPoint presentations and other written materials, in coordination with a range of IFC teams, to be presented to partners;
  • Visits/Meetings: Prepare for visits/meetings between partners and IFC management and industry teams, including briefs, talking points, presentations, and overall event management;
  • Visibility: Work with IFC Communications and project teams to ensure strong visibility is provided to IFC partners for projects supported by donor trust funds.
  • Information sharing: Sharing information on EAP fundraising across IFC, including providing regular updates to IFC Senior Management on the fundraising portfolio and pipeline in the region.
Selection Criteria
  • Masters Degree reflecting course work in areas relevant to IFCs role as a private-sector oriented development institution.
  • A minimum of 8 years of relevant professional experience, ideally in international development and private or public-sector fundraising. Prior experience in IFC Partnerships is advantageous.
  • Good practical knowledge and experience of IFCs operations.
  • Knowledge of key development partner agency strategies, priorities and structures, and demonstrated success in engaging and influencing key partners
  • Strong research, data collection, and analytics skills, including proficiency in MS Excel and PowerPoint.
  • Superior ability to structure and create presentations and synthesize complex issues in an attractive and impactful formats.
  • Strong diplomatic and interpersonal skills, high political acumen, including problem-solving skills; ability to represent IFC in high profile networks.
  • Excellent oral and written communication skills with a demonstrated ability to think strategically and synthesize complex issues.
  • Strong team orientation, with an ability to work effectively with a range of clients and colleagues including operational staff and senior management, and senior officials of IFC member countries.
  • Demonstrated ability to manage relationships and deliver results in a matrix organizational structure.
  • High degree of professional integrity, discretion, tact, and sensitivity in dealing with internal and external clients, colleagues, and stakeholders.
  • Willingness to travel.
